Virginia Governor’s Housing Conference Mobile App Privacy Policy

The Virginia Governor’s Housing Conference (VAGHC) is hosted by the Virginia Department of Housing and Community Development (DHCD). This Privacy Policy explains how DHCD collects, uses, shares, and protects information in connection with the VAGHC mobile application and related event services.

By using the VAGHC mobile application, you acknowledge the practices described in this Privacy Policy.

1. Information We Collect

Depending on how you register for and use the VAGHC mobile application, we may collect or receive the following information:

Registration and Profile Information

Information provided during conference registration or when creating or updating your app profile may include:

  • Name

  • Email address

  • Organization or employer

  • Job title or position

  • Profile photograph

  • Other information you voluntarily provide as part of your attendee profile

Some profile information may be visible to other registered VAGHC attendees through the attendee directory. You should only include information in your profile that you are comfortable sharing with other conference participants.

App and Event Activity

When you use the VAGHC mobile application, information about your interaction with the app may be collected for purposes such as operating, maintaining, and improving the application and understanding engagement with conference content.

This may include information such as:

  • Pages or sections viewed

  • Sessions or conference content viewed

  • Interactions with app features

  • Participation in the Activity Feed

  • Other app engagement information

Activity Feed Content

If you choose to post, comment, or otherwise participate in the VAGHC Activity Feed, the information you submit may be visible to other authorized users of the VAGHC mobile application.

You should not post personal, confidential, sensitive, or otherwise inappropriate information in the Activity Feed.

Device and Location Information

The VAGHC mobile application may request permission to access your device's location. Location services may be used to provide location-enabled features of the application, such as helping provide information relevant to the conference venue.

Location access is controlled through your device settings. You may decline or disable location access; however, some location-enabled features of the application may not function as intended.

The application may also collect certain technical information associated with your device and use of the application, as necessary to operate and secure the service.

Push Notifications

If you enable push notifications, the VAGHC mobile application may send notifications relating to the conference, including schedule updates, announcements, reminders, and other event-related information.

You can manage push notification permissions through your device settings.

2. How We Use Information

DHCD may use information collected through the VAGHC mobile application to:

  • Provide and administer the VAGHC mobile application and conference services;

  • Provide access to conference schedules, speakers, sessions, exhibitors, and other event information;

  • Create and maintain attendee profiles and the attendee directory;

  • Facilitate networking and interaction among conference participants through available app features;

  • Display content submitted by attendees through the Activity Feed;

  • Send event-related push notifications when enabled;

  • Understand how attendees use the application and engage with conference content;

  • Improve the VAGHC conference and mobile application;

  • Maintain the security and functionality of the application;

  • Respond to questions, requests, or technical issues; and

  • Comply with applicable laws, regulations, and governmental requirements.

3. Visibility of Attendee Information

The VAGHC mobile application includes an attendee directory. Information included in an attendee's public profile may therefore be visible to other authorized VAGHC app users.

VAGHC does not provide attendee information to sponsors or exhibitors for their independent marketing or lead-generation purposes.

Your participation in the attendee directory and the information displayed in your profile may be subject to settings established by VAGHC and EventMobi.

4. Service Providers

DHCD uses third-party technology and service providers to operate the VAGHC mobile application and related conference services.

EventMobi provides the event technology platform used for the VAGHC mobile application and processes information on behalf of the event organizer as necessary to provide its services. EventMobi's platform includes tools for managing attendee profiles, event content, app activity, and related event services.

Other service providers may process information as necessary to provide technical, hosting, security, communications, or other services on behalf of DHCD.

Service providers are authorized to process information only as necessary to provide the applicable services or otherwise as permitted by law.

5. Information Sharing

DHCD does not sell attendee personal information.

DHCD does not provide attendee information to VAGHC sponsors or exhibitors for their independent marketing purposes.

Information may be disclosed to:

  • Authorized DHCD personnel and conference staff;

  • EventMobi and other service providers supporting the conference;

  • Government entities or other parties when required or permitted by law; and

  • Other parties when necessary to protect the rights, safety, security, or property of DHCD, VAGHC, conference participants, or others, as permitted by law.

6. Virginia Public Records

DHCD is a Virginia public body. Records created, received, or maintained in connection with public business may be subject to the Virginia Freedom of Information Act (FOIA) and other applicable Virginia laws.

Although DHCD takes reasonable measures to protect personal information, information submitted to or maintained by DHCD may be subject to disclosure when required by law. Certain information may be exempt from disclosure under applicable law.

7. Data Security

DHCD takes reasonable administrative, technical, and organizational measures designed to protect information from unauthorized access, use, alteration, disclosure, or destruction.

No method of transmitting or storing information electronically can be guaranteed to be completely secure. Accordingly, we cannot guarantee absolute security of information.

8. Data Retention

DHCD retains information in accordance with applicable records-retention requirements, business needs, and Virginia law.

Information may be retained after the conclusion of the VAGHC conference when necessary for administrative, legal, historical, records-management, or other authorized purposes.

9. Your Choices

You may:

  • Choose whether to provide certain optional profile information;

  • Review or update information in your attendee profile where the app permits;

  • Manage push notification permissions through your device;

  • Manage location permissions through your device; and

  • Contact VAGHC or DHCD with questions regarding your information.

10. Children's Privacy

The VAGHC mobile application is intended for conference participants and is not directed toward children under 13. We do not knowingly collect personal information from children under 13 through the application.

11. Third-Party Services

The VAGHC mobile application is provided using third-party technology, including EventMobi. Third-party providers may have their own privacy practices and policies governing their services.

12. Changes to This Privacy Policy

DHCD may update this Privacy Policy from time to time to reflect changes to the VAGHC mobile application, conference services, applicable law, or our information practices.

Virginia Governor’s Housing Conference Mobile App Terms of Use

Effective Date: September 28, 2026

These Terms of Use govern your access to and use of the Virginia Governor’s Housing Conference (VAGHC) mobile application and related digital event services.

The VAGHC mobile application is provided by the Virginia Department of Housing and Community Development (DHCD) for registered conference participants and other authorized users.

By accessing or using the VAGHC mobile application, you agree to these Terms of Use. If you do not agree to these terms, do not use the application.

1. Appropriate Use

The VAGHC mobile application is provided to support participation in the Virginia Governor’s Housing Conference, including access to conference information, schedules, speakers, sessions, attendee profiles, event announcements, and other conference-related content.

You agree to use the application only for lawful purposes and in a manner consistent with these Terms of Use.

2. Attendee Profiles

The VAGHC mobile application includes an attendee directory that allows authorized conference participants to view other participants' profiles.

You agree to use information obtained through attendee profiles only for legitimate conference-related or professional networking purposes.

You may not use information obtained through the application to:

  • Send unsolicited commercial communications;

  • Conduct unauthorized marketing or solicitation;

  • Compile or distribute attendee lists;

  • Sell, rent, or otherwise commercially exploit attendee information;

  • Harass, intimidate, threaten, or target another attendee; or

  • Attempt to obtain or use another person's information for an unauthorized purpose.

VAGHC does not provide attendee information to sponsors or exhibitors for independent marketing purposes.

3. Activity Feed

The VAGHC mobile application may include an Activity Feed where users can post comments, photographs, updates, or other content.

By submitting content to the Activity Feed, you understand that the content may be visible to other authorized users of the VAGHC mobile application.

You are responsible for content that you submit.

You agree not to post content that:

  • Is unlawful, threatening, abusive, harassing, defamatory, obscene, or discriminatory;

  • Infringes another person's intellectual property, privacy, or other rights;

  • Contains confidential or sensitive information that you are not authorized to disclose;

  • Contains malicious software, harmful code, or other material intended to interfere with the application;

  • Constitutes advertising, spam, or unauthorized commercial solicitation; or

  • Violates any applicable law or regulation.

DHCD may remove or restrict access to content that violates these Terms of Use or that it determines is otherwise inappropriate for the VAGHC conference environment, subject to applicable law.

4. Respect for Other Participants

VAGHC is intended to provide a professional environment for housing, community development, economic development, government, nonprofit, and industry professionals.

Users are expected to interact with other participants respectfully and professionally.

Harassment, threats, discrimination, abuse, or other inappropriate conduct may result in removal of content, restriction of app access, removal from the conference, or other action as appropriate and permitted by law.

5. User-Submitted Content

By submitting content through the VAGHC mobile application, you represent that:

  • You have the right to submit the content;

  • Your submission does not violate another person's rights;

  • Your submission does not contain information you are prohibited from disclosing; and

  • Your submission complies with these Terms of Use.

You retain ownership of content you submit. By submitting content through the app, you grant DHCD and its authorized service providers a non-exclusive, limited right to host, display, reproduce, and distribute that content as reasonably necessary to operate and administer the VAGHC mobile application and conference.

6. Photographs and Profile Information

If you upload a profile photograph or other information to your attendee profile, you are responsible for ensuring that you have the right to use and display that material.

Profile information and photographs may be visible to other authorized VAGHC mobile application users depending on the applicable profile settings.

7. Push Notifications and Location Services

The application may provide push notifications regarding conference activities, schedule changes, announcements, reminders, and other event-related information.

The application may also use device location services when enabled by the user to support location-related features.

You may manage notification and location permissions through your device settings.

8. Intellectual Property

The VAGHC mobile application and its content, including conference branding, logos, graphics, text, photographs, videos, documents, and other materials provided by VAGHC or DHCD, are owned by or licensed to DHCD or their respective owners and are protected by applicable intellectual property laws.

You may access and use conference materials through the application for personal, non-commercial conference-related purposes.

You may not reproduce, modify, distribute, sell, or commercially exploit VAGHC or DHCD materials without appropriate authorization.

9. Third-Party Technology

The VAGHC mobile application is provided using EventMobi's event technology platform and may rely on other third-party services.

Third-party services may be subject to separate terms and policies. DHCD is not responsible for the independent policies, practices, or availability of third-party services.

10. Availability and Changes to the Application

DHCD and its service providers may modify, suspend, restrict, or discontinue portions of the application or its features at any time.

Conference schedules, speakers, sessions, locations, and other event information may change. DHCD does not guarantee that all information displayed in the application will remain unchanged or that every feature will be available at all times.

11. No Guarantee of Availability or Accuracy

DHCD makes reasonable efforts to provide accurate and current information through the VAGHC mobile application. However, information may change or contain errors.

The application and its content are provided subject to applicable law and without guarantees that the application will be uninterrupted, error-free, or available at all times.

12. Prohibited Activities

You may not:

  • Attempt to gain unauthorized access to the application or its systems;

  • Interfere with the operation or security of the application;

  • Attempt to access another user's account or information without authorization;

  • Use automated systems to scrape, copy, harvest, or collect information from the application;

  • Distribute malicious software or code;

  • Impersonate another person or organization;

  • Use the application for unlawful purposes; or

  • Circumvent security or access controls.

13. Suspension or Termination of Access

DHCD may suspend or terminate a user's access to the VAGHC mobile application when reasonably necessary to protect the security of the application, other users, conference operations, or DHCD, or when a user violates these Terms of Use.

Nothing in this section limits any rights or obligations DHCD may have under applicable law.

14. Privacy

Your use of the VAGHC mobile application is also governed by the VAGHC Mobile App Privacy Policy, which explains how DHCD collects, uses, and protects information associated with the application.

By using the application, you acknowledge that you have had an opportunity to review the Privacy Policy.

15. Virginia Law and Public Records

The VAGHC mobile application is provided by a Virginia state agency. Nothing in these Terms of Use is intended to limit any rights or obligations arising under Virginia law, including applicable public-records, records-retention, accessibility, or governmental requirements.

Information submitted to or maintained by DHCD may be subject to applicable Virginia public-records laws.

16. Changes to These Terms

DHCD may update these Terms of Use from time to time. Updated terms may be made available through the VAGHC mobile application.

Your continued use of the application following an update constitutes acceptance of the revised Terms of Use, to the extent permitted by applicable law.
